From sunday 15th march Spain is locked down
They started the lockdown a day earlier on the 15th march instead of 16th. People can go to the nearest grocery shops only and visit pharmacies.
On the 15th march all these shops are closed, so everyone has to stay at home.
It is serious, police and army forces are taking action already against people walking on the streets:
In Portugal the state of emergency was already declared by the government on 13th of march according to the Portugal's National Newspaper:

Every pilgrim MUST return home ASAP!
It is NOT an adventure any more, it is a growing crisis situation and a world epidemic.
The Cathedral and the Pilgrims Office are already closed in Santiago.
